Chmod Failure

Im currently installing the forum and i have goto this

Failure! - You need to change access rights on
before proceeding any further.

Create subdirectory of servers/1/templates/	Pass
Change mode of subdirectory	Fail
Create subdirectory of servers/1/	Pass
Change mode of subdirectory	Fail
Create a file at the install's root level (.)	Pass
Change mode of file	Fail

My Cpanel wont let me change the files CHMODs anyone had this before and know how to fix it?
